Asbestos Notice for Contractors
Subject: Asbestos Management Policy
New York Medical College determined the need for an aggressive health and safety program to meet employee needs and regulatory requirements. To meet this objective, an Asbestos Operations & Maintenance Program was implemented.
This Notice applies to Asbestos Abatement Contractors and Non-Asbestos Contractors working in any New York Medical College Building(s)
In the pre-planning of work, there is a need to incorporate specific action for the identification of materials that may contain Asbestos Containing Material (ACM). This procedure is incorporated in the Asbestos Operations & Maintenance Program, administered by the NYMC Asbestos Program Manager. The following synopsis of the procedure shall be utilized:
1) In the preplanning of work that involves the installation, maintenance, alteration, removal or working in the vicinity of any insulation or other materials or component parts that may contain asbestos, an evaluation shall be made to determine if the material does actually contain asbestos. The determination of ACM will be coordinated by the department that is planning the work in conjunction with the Asbestos Program Manager. A current list of materials is available from the Asbestos Program Manager. Examples of ACM include:
Labels should appear on identified ACM in non-public areas (i.e. mechanical rooms, boilers, pipe chases, etc.).
2) The Asbestos Program Manager, under supervision of the Director of Environmental Health and Safety, is responsible for the collection and processing of samples taken to determine the asbestos content of suspected materials and /or component parts (ACM). Only the Asbestos Program Manager is authorized to arrange sampling and monitoring.
3) In those cases where materials and/or component parts are identified as containing asbestos, the Asbestos Program Manager is responsible for ensuring:
a) pre-notification to New York State Department of Labor, EPA and building occupants, as necessary,
b) appropriate asbestos control and waste disposal procedures are followed, and
c) N.Y.S. CODE RULE 56 is adhered to by all involved parties.
4) It is the responsibility of the contractor to provide contractor employees with notification, asbestos training, medical examinations and respirators, when necessary, to comply with federal, state and local regulations. When NYMC deems it necessary, the College may ask the contractor to provide copies of pertinent records to EHS.
Failure to comply with the NYMC Asbestos Program may result in work stoppage, dismissal of individual workers, and/or termination of contract.
